I think that you are on to something, that us old teccies still remaining in fidonet can relate to.
But to make it happen, you first have to come to an agreement with Janis.
Z1 has ten regions. That's proportionally far more than the number of Z2 regions.
Whenever she is ready to give up her ten votes in almost any election, we in zone 2 will start thinking of reducing our number of RC votes. Because that's all that matters, isn't it?
As long as we still have e.g. four RC votes just here in Scandinavia (and all four of us -- well, there's Benny of course -- are very active), we can barely defend Z2 from the constant Z1 attempts on Fidonet hegemony. Many of the rest of the Z2 RCs are, as you've probably noticed not very active.
Ergo: make sure that Janis "merges" some 50% of her RC puppies, and we can discuss e.g. making R20-23 into one region -- it only needs creating a net 22 in R20 and not a single connected node will even be aware of the transfer.
But us Vikings up here will *never* give in! We'll rather raid your coastal villages and rape your women into obedience. 8-)
