I must agree with Michiel, that still sounds very extreme for a university.
Here in Sweden the first internet was the Sunet (Sweden's University Net). And Sunet has always been up front when it comes to future development. Now including IPv6 of course. 100% of the Swedish universities have been IPv6 ready for many years.
Are you really sure that the German universities are so far behind? Sounds pretty unbelievable to me...
