Yes, but that is a formality. David Cameron would never be allowed to get away with ignoring the popular vote. Not after all this hoo-ha.
Come to think of it, the Queen would have to give her consent. Wouldn't it be a farce if, at the age of 90, she suddenly decided to tell everybody to stop behaving like children and grow up! I'll bet she's often wanted to.
Just think, when she came to the throne Winston Churchill was prime minister. And we've had a few prime idiots since then!
