Not everyone in the UK has a passport. I didn't have one until I was forty years of age which is when I started going abroad. Not everyone in France has a passport either but they all do have an ID card. My French neighbours came to visit us in the UK and all they had to do was to show their ID card at passport control. (Of course, that may change as a result of Brexit but I don't know. There are lots of rumours flying around.)

Basically it is the same in the UK. We do have something called the National Insurance number which is exactly like your social number and is needed to get work.
The illegal immigrants don't have an NI number but they can still get work by being employed by "taskmasters" or "gangmasters" who don't report anything illegal to the authorities. And so they pay the immigrants very little and can get away with it. The immigrants are hired in gangs, housed (usually) in appalling conditions and taken by bus to a place of work. Usually this work is on farms gathering vegetables and fruit.
