Let me be more detailed. Not everyone in the UK has a passport. No-one has an ID card because ID cards don't exist. We've never had ID cards and the last time this came up in parliament it was heavily defeated.

So they are in the UK, but "illegal" means that the authorities either don't know about them or, if they do, they are not able to do anything about it through lack of resources.
