Yes, the UK uses driving licences in that way, too, but it is by no means official. Which means that any company can refuse to acknowledge it and require some other form of identification.
This happens in reverse, too. Years ago, one of my daughters tried to buy a season ticket on the London Underground. The assistant asked for identification in the form of a driving licence. She offered her passport instead and they wouldn't accept it! "How can I show you my driving licence when I'm not old enough to drive?" They wouldn't budge! Talk about a jobsworth!
