Nothing that the FTSC documents is "required". All it does is documenting common practise, it does not have the mandate to set up such rules. The ZCs and RCs of zone 1 made sure of that...
All it does is stating, that if you, as the programmer, want to make your software FTN compliant you'd better follow the documented practice.
