Or, as in my case, after the houses were built roads to the houses were created. And eventually a road/house organisation was formed taking on itself to maintain the roads, making them available to postal service, garbage collection, taxi, ambulance and so on. Removing snow actually being a major part of the cost.
I now pay about EUR 200 per year for my part of the roads here.
When we got the fiber channels dug here by our electric company when they wanted to have all the air cables downed about a decade ago, we were all thrilled of course.
But it turned out that our electric company, that also had a communal fiber company offering so called "black fiber" i.e. you can choose any ISP that you want, made a back-door deal with our major ISP, Telia, the former government owned Televerket, that meant that only companies could cut a deal with them for the black fiber and us humble commoners had to deal with Telia.
So our little road/house organisation was offered a one way deal by Telia: 50/10Mb connection including a number of TV channels for only EUR50 per month. With a 24 month notice once you've signed the contract.
Needless to say, not a single household owner here considered the "option".
