My son has, so we can access his media library (files, music, TV shows and films) there, from our clients on my PC's or Android devices. He runs OpenVPN of a VM on his large homelab (VMWare). (He is a certified VMWare expert).
He has a dynamic 100/100mBit/s fiberline through the cable TV company. Works fine with dyndns.org and other dynamic dns services.

At my end, yes, but the dynamic IP I connect to is on the server at his end.
I also have OwnCloud working here, using the same dynamic adress service (different port), which keeps all my important files (Docs and photos) replicated and awaillable for me wherevr I am. :-)

When it comes to specifics and setting up, not really. Since I have my son as a Senior IT-consultant specialized in VMware working for the largest IUT service companies in Norway: Evry, I've left this bit to him to handle.
BUT, where does Fidonet/BBS come into it. VPN is a private virtual channel between private systems. Are you going to use that for a BBS system?
