switching the ALLOWunpub flag in the makenl control file is a change management issue a change management issue should be accompanied by reporting and can be accompanied with addtl. infos
addtl. infos can be supplied by any random person, one of the requestors initialy responsive for the running change request, one of the makenl developers, one of the ftsc gurus or any other random person feeling responsible to share the infos
other infos are still available eg for the isdn flags (nodelist footer), for ip flags (nodelist footer)
