So what? Obviously, a model based on balancing prosperity will *always* have members above and below the average, will always have payers and receivers. So the only thing this maybe tells you is that Spain and Portugal developed less than average compared to the other countries during the last decades. What did you expect? That they overtake Belgium? Would you like Belgium being on the receiver side to finally have some benefits from your EU membership? This argument is so cheap, I won't even take it for free.
