That's what we used to have here (100% publically owned Telekom). Back in the late 1980ies, early 1990ies when they decided to do ISDN, the decided that *everyone* could get it for the same price, and that's what they did. However, now telecommunications is run by private companies (even if the federation still holds some % in DTAG), and they're going for profit only. So they won't put any new cables or fibres in, except for very proftable regions (large cities with many customers etc.).
OTOH, I really wonder why people keep complaining all the time. Decades ago, when there was no market and only one public provider owned be the federation, they complained about high fees and low service. That's pretty much the same today, after the privatization they were all calling for 20 years ago. Same with snailmail, electricity networks and other infrastructure, btw.

That's why meanwhile citizen-founded companies startrunning fibres into the houses here.
