Yeah, that sounds familar. When the last financial crisis started (almost 10 years ago meanwhile), we got EU money from a infrastructure fond to put fibres to our village. The endpoint is in front of our lot, so we have a very short "last mile" now which gives us quite decent VDSL at 50M now. But they didn't even think about putting fibres into the houses.
