It's not just about the electrolyte, it's also about the aluminium foil's oxide layer. If a electrolytic cap isn't used for some time, the oxide layer starts to degrade, i.e. the max. supported voltage decreases and the capacitance too. Another issue with old caps is the ESR. Even if the capacitance value is still ok, the ESR might be quite high. And with modern SMT caps there's more fun ;)
