Most people would expect that, but it depends on the contract. If there's a "we may shut down the service at any time and will refund you" clause, the service provider wouldn't breach the contract. In some jurisdictions you might have consumer protection laws making such a clause moot. Though, the protection laws might not apply, because the provider is in another country. It's a crazy world ;)

Regarding networking I might overdo thing a little bit :) Anyhow, I know of several DDoS incidents where the victim was a DynDNS service and the DDoS didn't last just a few hours.
