Unfortunately, things are not that simple, even if the people doing the work speak both languages fluently. I've seen many English-language papers written by their German-speaking authors, and the English was often barely or even totally incomprehensible.
When I was in Heidelberg during my post-doc year, I went through a book written in English by one of the German-speaking professors (at his request) to check for proper usage and syntax. He was very good, but not perfect and I had to do some correction.
Please don't misunderstand: I'm not trying to pat myself on the back, just to state my own experience. Even now, after having lived in Germany for nearly 50 years and speaking, reading and writing German for that period, I still make occasional mistakes in genders, grammar and prepositions. Nothing, but nothing can replace a "native speaker".
