Because people in Germany are trained from birth to obey anything from above. And naturally never demand the kind of democracy that exists in Switzerland, where the population _actually_ may disagree with those in power. I often regret the lack of civil disobedience in Germany, but put it down to the lack of true revolution in the country.
The French had a revolution in 1798 (successful), the Germans in 1848 (unsuccessful). That unfortunately tells all.
