No, that's not true in Switzerland. There, certain number of people can force a referendum on a specific question. Only _then_ must a majority agree or disagree. But no majority is required to force a referendum.

Slght difference. Where's Hitler's Tomb in Germany? And as far as "crazy" with regard to Napoleon is concerned, how about the Napoleanic code and the metric system we use even today? There are good reasons why Napoleon's tomb exists in Paris.
