_Local_ referendums have always been possible, and in Bavaria state referendums as well. But there is NO! provision for national referendums in Germany. If that had been the case, there would already have been several widely-publicized attempts over the last years (Greece, migrants).
And sorry, but I can't check your links at the moment, as my provider (Versatel) has problems with both the voice line (ISDN) _and_ DSL (the latter for the second time this week). This message will accordingly only be sent when at least the DSL connection is re-activated.
