"European" is a geographical term, not a political one.
And if you even once consider a United States where every state has a different language, culture and history - a thing of impossibility - you might realiza that a European _political_ union is not something that can be pulled out of a hat.
Economic agreements are one thing, and certainly possible among differing states. A political union, necessarily enforced by a superior authority - see Washinbgtin, D.C. - is quite another.
