This is roughly the case in the States as well. There, driver's licenses (which, in the States, are effectively necessarily to live) are used as IDs and often have features equivalent to those of European national ID cards - sometimes even including fingerprints. But there are no "official" national IDs (except for the Social Security Numbers, which theoretically are not supposed to be national IDs - but are). And passports are only rarely held by US nationals in the USA.
