That's the theory.

That's the practice. And one of the main disadvantages of a parliamentary system as opposed to a presidential system. If I had my way, a German Chancellor would be directly elected for a maximum of two terms. As things are, he or she can stay in office for life, as long as the party can muster a majority with or without a coalition, or even set up a minority government.

By the way, I'm not alone in such things. There was even a cover article in a recent Der Spiegel questioning the abilities of long-term chancellors to really understand and work with their populations. That didn't even apply merely to Ms. Merkel, but also to Konrad Adenhauer and Helmut Kohl. Spiegel didn't present any suggestions on how to avoid this, but the one I made above would be a good start.
