"Passive" meaning that, as in Germany, non-voters make up the majority of nearly every election? And "free" meaning what? You're also "free" to vote in places like North Korea and Zimbabwe. Just make sure you vote for the "right" party. Otherwise you and your family might get an unpleasant visit some morning at 4 AM.
