That surprises me, but may be a peculiarity in the English voting system.

And that would be totally illegal in Germany. The last few times I voted here, I was not asked for an ID, but presented the card/letter I received as a voter. You get a voting notice here well in advance of an election, and it must be presented at the poll before you are given a ballot.
However, I doubt seriously if I could cast a vote for my wife (wrong sex) if I tried. If you're interested, I can ask at our coming state election what would happen if I tried to vote for someone else, even a family member.
Every country seems to have it's own laws regarding such things.
