Actually, he didn't. The Parthenon was badly damaged when used as a munitions storehouse in the Greek revolutionaly war against the Turks, and Elgin offered to protect the frieze by transporting it to England. No "plunder" was involved, the local authorities agreed, and in contrast to many historical sites in Greece, the Elgin Marbles are still in pristine condition.
