Because the Germans have had as many problems as you have translating national alphabet characters to something people outside the country can read. How do you think someone with an Esszet in their name survives outside Germany? They either write "ss" or get used to having their name misunderstood. Ever hear of a "Rudolf Hess"? The double "ss" at the end is _one_ letter (an Esszet") in German.
