No? And "rant"? What did you not understand about the 30% interest of the federal government in Deutsche Telekom? That's a "Sperrminoritaet" in German, and gives the government a lot of power.
You might also consider the situation of the Deutsche Bundesbahn - still 100% government-owned after multiple attempts to sell it off. Still undercapitalized, service poorer and prices higher year for year. But pressed out like an orange for higher dividends each year by it's owner - the federal government. Regardless of whether it makes a profit or not. Which is normally does not.
Government-owned and government-managed institutions are not famous for anything except budget overruns, delays, mismanagement and corruption.
Just think: "Berlin Brandenburg" and you know how competent and saving governments can be.
