My understanding of the German law is that you can set up webcams to cover your own property, but not to view public areas. Unless I'm mistaken, that "own property" includes the path from the public sidewalk (forbidden!) up to your own front door. Which would mean that you could use a webcam to view visitors who ring your doorbell. Here, I'm always assuming a private house and not an apartment in a larger building. The latter would be more restrictive, since the hall in front of your door is "public".
