Probably normal for most of Russia. What people often don't realize is that Russia has a continental climate: very hot in the summer, very cold in winter.
This was similar in northern Texas, where I come from. In summer, people didn't go outdoors after around 10 AM, and didn't leave air conditioned rooms until around 4 PM. But in winter, the cold was brutal, and there were snow and ice everywhere. I can remember trying to drive a car on our dirt roads in winter, and nearly driving off the road because of the ice and snow.
That was similar to Montreal (Canada), where I lived for 3 years. Unbearably hot in summer, and down to -40°C in winter. We had to remove the car batteries and take them into the warm house in winter, since otherwise the car couldn't be started the next morning.
Western Europe doesn't experience this kind of climate, for which I am eternally grateful :-).
Here, we only bitch about the warm, wet winters and the cool to cold summers. Germans tend to travel south, to the Mediterranean, for their vacations - just to see some _real_ sun ;-)
