After closing they flush the beer out with water, so before opening the water has to be flushed out with beer. As they cannot use a pig as done in oil pipelines, it wastes some beer. If I remember well from my laboratory days, flushing three times the volume of the pipe would bring you to 95% of the new liquid, for luiquids of equal viscosity.
Who would like 5% extra water in his beer, so they have to flush more than that, unless they get away with it.
