remembering from the past, I donot think, that he did not want to get the file from your system. The was something in the process, that caused the incoming tic files to be processed before the accompanying file was fully received or is deliverd in a next session.
When you distribute the nodelist, there will be a number of simultanous outgoing sessions, all vying for your upload bandwith. This makes the uploads slow, and sometimes the files are delivered in successive sessions.
When he receives the file from me, my full uplink bandwith is about available for the session to his system, and a may have more bandwith available. As a result for Benny's system the tic and the files are available when the tic files is processed.
This is not to blame on your system, I think it is the way Benny processes his incoming mail.
