You can never improove the quality when bringing it to a higher standard, but it does not neccessarily get worse.

The tapes will probably be different. Hi8 and D8 use the same tapes as used for digital tape storage for many years. For digital storage the tape quality has to be slightly better. I used the tapes sold for video use to store data and old data tapes to record video.

There is always the possibillity to remove noise and improove colour and contrast.
Anyway, the camera I have read Hi8 and D8 tapes. When connected to a computer using Firewire, the movie can be strored in *.dv format and many nonlinear editors can read and control the camera directly.
Often when digitizing output from video recorders, a high frequency signal is superimposed on the video signal. This high frequency hardly influences the video, when viewed on a monitor, but breaks havock in the recording head from subsequent recorders or in frame digitizers.
