Especially in the Antwerp region, there are still areas where the local distribution net is three phases with 230 between phases. If you are in such a net you will only notice if you know what to look for. You will measure 230 Volt on the standard outlets in your house, just like when you are on a 230/400 Volt net.
But if you measure between one of the contacts and earth, you will measure 130 Volts on both, instead of 230 Volts bewteen live and earth end (almost) zero between neutral and earth.
Rumour has it that that there are still a few places in The Netherlands and Germany where this is the same.
