Obviously. I was taking it to the extreme to demonstrate the fallacy of the argument.

Whatever the system is, there will always be regions that are net contributors and there will be regions that are net receivers. We have something similiar here in The Netherlands. The Northern Provinces are net receivers. The "Randstad" (North & South Holland and Utrecht) are net contributors. No one suggests the Randstad should leave The Netherlands. The reason is of course that in our hearths and minds are with the country and not so much with the provinces.
What I find interesting is that tomorrow the people of the UK decide if they want in or out of the EU. But no one asks the rest of the EU what they want. If there were a referendum tomorrow here in The Netherlands with the question: "do we allow the UK to remain or do we kick them out", I might vote for "kick them out".
