A 300+ year old paper. In today's world it has as much value as the paper it is printed on.

Ever so often "forever" does indeed mean just that. Nothing is forever. No matter what it says on paper. Gibraltar was taken from the Spanish by force. They still want it back and so if they see an opportunity to get it back, they will try. And they may succeed, no matter what the Treaty of Utrecht says. Maybe this time Spain will have the better cards. We will see as the game unravels...

Maybe that was just realism. The British may have realised that - contrary to the situation with Spain in 1713 - they were not in a position to force China to accept a "perpetual" lease.
