It may have been designed that way when it was still 100% military but it was never put to the test and I doubt that now that it is 99% commercial it is still that resiliant.

It does not have to go belly up world wide. To take your telephone connection with it, it suffices to go down locally. An entire city without power for more than a few hours is not al that rare these days...
