The "ö"? At least in Western Europe, it would be perfectly understood. Contrary to the use of "oe". As I have told you many times before, that use us typical German. In Dutch the "oe" is a diphtong pronounced as the 'u' un the German "Kuh". ("Koe" in Dutch). Bjoern" with "oe" is NOT understood as "Börn".

In the old days when computers were ASCII only, work arounds were a necessity. Those days are long gone. Microsoft has seen the light decades ago. Even good old Win XP usues unicode internally. Ther is no good excuse eny moe for not using umlauts and accents. Every properly configured Fidonet system can deal with it.
I even see Umlauts on German license plates. The rest of the world does not seem to have a propblem with it, these cars are not stopped at the German border.
