NlCheck was designed as a tool for *Cs as an addendum to MakeNl and ErrFlags. It flags missing contact info and optionally adds the Pvt keyword. When run by an RC or ZC, sending back reports to the next lower *Cs submitting segments is not difficult, but it was not really designed to be run by a third party. So what you propose would require a major rewrite. I am not sure that would be worth the time and effort...
