It depends on the definition of "up". It can make outgoing calls and it is callable if one knows the IP address. But it is not callable by the host name listed in the nodelist. By my Fidonet definition of "up", iit is not "up".

My advice is to not be a cheapskate and stay away from free services. Spend a few EUR and go for a paid service with a reliable provider.
