Yes he is clever in the sense that he knows very well how to secure his own position. He is not a fool. But he is mad in the sense that he has no responsibility for others. He has started to believe his own propaganda and he acts like a medieval Csar that thinks like a Machiavelllian ruler.
I think that he is overplaying his hand and that this will eventually lead to his Waterloo. I hope to live to see him in The Hague...
