Oh yes, it does :-) ... they have passports, they have stamps, you can mail them, they sell trinckets in an on-line shop.
I could've answered also with Iceland, Belgium, Luxembourg, Andorra, Liechtenstein and Monaco... all members of the UN ... but Sealand seemed so much more fun. These people have better humor.
