During a Venetian bombardment of Athens on 26 September 1687, the Venetian captain fired a single shot at the Parthenon and unknowingly blew up an Ottoman munitions store inside. The resulting explosion severely damaged the Parthenon and basically still is what we see today. 113 years before the theft, Robert Bruce's parents weren't even born ...
 
The explosion of the Parthenon had zilch to do with the Greek revolutionary war which ran from 1821 to 1832.
 
Thomas Bruce, 7th Earl of Elgin removed some of the surviving sculptures with the alleged permission of the Ottoman Empire between 1800 and 1803.
 
Please check your time-frame.
 
The removal of the Elgin Marbles was theft and the request for the return of this treasure is not on legal shaky grounds.

The "local authorities" were the "Ottoman occupiers", not the Greeks. A little bit as if the Nazis would have given Rembrandt's "Nightwatch" to someone.
 
How many times have you been to Greece to visually see for yourself what the condition is of several sites?
