It certainly is not negligable as it isn't just a few mouseclicks but protocol. The traffic is not something continuous but something which is negotiated all the time.
Plus, your downloadspeed coming from my system is determined by my uploadspeed, your download cannot be faster than that. You may have the fastest line in the universe, it still will be only as fast as it is fed from here.

I think the distance from the exchange here is a factor.
We have fiber in the pavement since a couple of years, but no-one's moving to actually offer it to consumers.
