RCs are appointed as per P4 by the ZC, the ZC is under no obligation to ask for the concerned region to vote on this.
Z2C since October 1994 however has opted in nearly all cases where the option presented itself to ask for guidance of the region and nearly always appointed the person which got an absolute majority vote when elections were held.
Recently R46 "Ukraine & Moldova" held such an election.
