That is what they call "Pulling a Witt" ... bypassing a question by answering with a totally unrelated question thereby shifting the focus somewhere else.
The focus is that you have not been sending out new region-segments when the information was available, most likely because you were unable or incapable and you're now using the 48 or 72hrs that passed to cough-up a work-around.
