Good question.
The UTF-nodelists at the moment are not automated, I'm still playing with the batch files. So it is a manual job.
Friday (yesterday) for example there was a bone to chew on, so it was issued pretty late ...
Eventually it will be clockworked.
But what importance does the production-time have on its content or meaning?
