As I said loose-loose.
But I cannot change it, UK voted, and UK wanted to leave.
So we need not to minimize the disturbance that that creates to a minimum. The longer it takes, the more insecurities will be created.
What will definitely _NOT_ work is to first negotitate and then enter the leave request. As long as there is no leave request there is nothing to negotiate.
