EONs _are_ direct addressable. However, additional requirement to support at least either PING or RRq most likely would be a wise idea.

The problem (as I see it) is to make "Pvt RIN". Making the node email-only would actually solve that problem: sending netmail addressed to such node renders to sending the e-mail with .pkt file attached.
