It's not a folk song - the text was written by Konstantin Podrevsky and music composed by Boris Fomin. Also, it's not really old, as it was created less than a century ago. The earliest known recording was performed in 1926 by Alexander Vertinsky.

Yes, that's same music with text completely rewritten (not a translation) by Gene Raskin in 1962. And in 1968 it fired up in English-speaking part or the world being performed by Mary Hopkin.

Also there's French version ("Le temps des fleurs"), but I don't know anything about it.
