"Crimean parliament adopted a resolution " On conducting public Crimean referendum"
March 6 at the extraordinary plenary meeting of the Supreme Council of ARC adopted a resolution "On conducting public Crimean referendum" March 16, 2014 .
The explanatory note to the resolution, in particular , it is noted that the events in February 2014 in Kiev , sharply aggravated the political situation in Ukraine. Seized as a result of anti-constitutional coup, power nationalist forces in flagrant violation of the Constitution and laws of Ukraine , inalienable rights and freedoms of citizens , including the right to life, freedom of thought and expression, the right to speak their native language .
Extremist groups have made a number of attempts to penetrate to the Crimea in order to aggravation of the situation , the escalation of tensions and the illegal seizure of power.
Expressing great concern with regard to the Crimea has arisen around the socio-political situation , confirming the priority of human values, commitment to the principles and norms of international law , in order to implement the will of the population of the Crimea and the lack of legitimate authorities in the Ukraine , in accordance with paragraph 7 of the of Article 18 and paragraph 3 of the second paragraph of Article 26 of the Constitution of the Autonomous Republic of Crimea Crimean Supreme Council decides:
1. To join the Russian Federation as a subject of the Russian Federation.
2 . Assign to the 16 March 2014 general Crimean referendum (including Sevastopol) , which make the following alternative questions :
1) Do you support the reunification of the Crimea with Russia on the rights of subject of the Russian Federation ?
2) Do you support the restoration of the Constitution of the Republic of Crimea in 1992 and for the status of the Crimea as part of Ukraine ?
3 . The question with the most votes is considered a direct expression of the will of the population expressing the Crimea.
4 . Approve the text of the voting public on the Crimean referendum March 16, 2014 . Establish that the ballot papers at public Crimean referendum are printed in Russian , Ukrainian and Crimean Tatar languages.
5 . Approve the Provisional Regulations on the Crimean public referendum.
6. Formed a committee of the ARC for the public Crimean referendum.
7. Commission Autonomous Republic of Crimea for the public Crimean referendum organize work to ensure the holding of a referendum in accordance with the above Provisional Regulation .
8. Instruct the Council of Ministers of the Autonomous Republic of Crimea to organize the financial , logistical and other support of the Crimean public referendum.
9. The Supreme Council of ARC appealed to the President of the Russian Federation and the Federal Assembly of the State Duma of the Russian Federation with a proposal to start the process of entering into the Russian Federation as a subject of the Russian Federation.
